This presentation will discuss distinguishing Personal Property from Real Property, and consideration of obsolescence in Personal Property. It continues with discussion of inutility, and specifically discusses consideration of the effects of COVID-19 on valuation of property. Both Real and Personal Property appraisers will benefit from the information covered in this presentation.

Lisa A. Hobart, CAE, PPS, ASA is a consultant who has served as the Chief Assessor for the City of Detroit Assessor’s Office, and the Chief Assessor for the Charter Township of West Bloomfield. She has more than 35 years’ experience in Assessment Administration. Lisa holds a Certified Assessment Evaluator (CAE) and Personal Property Specialist (PPS) designation with the International Association of Assessing Officers (IAAO). She is also a Senior Member of the American Society of Appraisers (ASA).
Lisa is a Senior Instructor for IAAO, a Michigan Master Assessing Officer, and a Michigan Certified General Appraiser. She has a Bachelor Degree in Accounting and a Master of Science in Administration. Lisa is the recipient of the 2014 IAAO Instructor of the Year Award, and the IAAO 2016 Most Valuable Member Award.
